These Syrian Refugees Made It to Europe. But There Still Isn’t an Answer to the Crisis

Seven-year-old Syrian refugee Wael Alsaleh only just started second grade in the Greek city of Thessaloniki, and he still doesn't understand much of what his peers say. But the minute his teacher announces, in Greek, that it's time to color, he reaches for the paper and markers, and launches into his favorite image of a tall, colorful house surrounded by green grass, trees and a smiling sun. He's probably drawn 50 of those houses since he started school in October, says his teacher, Maria Liberi. "It's not complicated," she says when asked to interpret his drawings. "I think he's really longing for a home."

Wael's family has been on the move for the past five years, ever since his mother scooped him out of bed one night to escape a bombing raid on his village outside of Deir ez-Zor in 2012. They hopscotched through refugee camps and temporary shelters scattered across Syria, Turkey and Greece. Since August, the family of seven has been living in a three-bedroom apartment located across the street from the school and paid for by the United Nations' refugee body, UNHCR. For the first time, Wael, a pensive introvert whose quiet calm visibly separates him from his more rambunctious siblings, can go to school. He has a lot of catching up to do, says his teacher, "but he's bright and determined. Give him stability and he will do just fine."

Stability is not in Wael's future. After nearly two years of struggling to find a foothold in Europe, his parents have just found out that they will be granted asylum in Greece. But what should be cause for celebration is rapidly turning into trepidation. A lawyer has told them that once they get their papers, they will be treated like any other Greek resident. They will have to move out of their UNHCR-funded apartment, and they will no longer be eligible for the monthly €550 ($646) in asylum-seeker benefits that have sustained the family for the past several months. Wael's father Minhel Alsaleh, 39, an illiterate farmer who can barely speak Greek, will have to find a job in a nation with a 21% unemployment rate. "We have no choice," he says. "We will have to leave." Leave for where? "Germany. Where there are jobs. We will become refugees again."

The fact that a family of Syrian refugees who waited nearly two years to get asylum in Europe is now contemplating uprooting itself once again raises the urgent question of just how much progress the E.U. has made in managing the influx of migrants that have arrived on its shores since 2015. That year, Europe witnessed chaotic scenes of thousands of migrants coming ashore on beaches and massing at unsecured borders. German Chancellor Angela Merkel, incensed by the images of starving migrants living in squalid camps on European soil, pledged that any Syrian who could make it to Germany could apply for asylum there, effectively reversing a long-standing E.U. regulation that refugees must claim asylum in the country of first arrival. The resulting surge of migrants crossing Eastern Europe strained border controls, prompting fears that Islamist militants could use the turmoil as cover to slip, unnoticed, into European capitals.

The number of new arrivals did not itself pose an existential threat; even at its peak in 2015, when a million people landed on Greek and Italian shores, the desperate newcomers numbered less than half a percent of the E.U.'s population. But populist movements capitalized on the demographic panic, and anti-migrant rhetoric became their rallying cry. The crisis played into the Brexit vote in 2016 and coursed through elections in Holland, France and Germany this year. Even when Europe's new nativists didn't gain power in legislative elections, they succeeded in pushing centrist parties to the right. As a result, nationalistic causes are entering the mainstream, and threatening the very identity of an E.U. forged from the ashes of a war over competing nationalisms. "This crisis has, in its way, become Europe's Sept. 11," says Ivan Krastev, a Vienna-based political scientist and the author of After Europe, which explores the future of the union, "in that it has fundament ally altered how Europe's citizens look at the world."

The crisis is not over. Although the numbers of asylum seekers reaching Europe have slowed to a fraction of the 2015 arrivals through a combination of deterrence measures, detentions and deportations, more than 163,000 migrants and asylum seekers still arrived by sea in 2017. More than 3,000 died in the attempt. The E.U. as a whole has yet to come up with a solution. Over two years after the image of a drowned Syrian toddler on a Turkish beach ricocheted around the world as an indelible reminder of the cost of human desperation, migrants are still dying in the Mediterranean. Some 200,000 asylum seekers and migrants are still warehoused in abysmal conditions in Greece and Italy, awaiting resolution for their cases. If European leaders can't overcome this seemingly intractable problem, the 28-nation bloc is likely to face an even greater crisis in the near future, says Gerald Knaus, founder of the Berlin-based European Stability Initiative, a policy-analysis organization. "If th e E.U. cannot make a success of this, then all the other steps it is taking to manage migration are doomed."

In early 2016, three families joined tens of thousands of others crossing the Aegean Sea in one of the biggest refugee movements in modern history. For the past 18 months, TIME has been following them as part of its Finding Home project, as each brought a new child into the world. At the time of their departure from the Turkish coast, the families had hopes of joining at least half a million other refugees from Syria who had found safety in northern Europe. Instead, they and 60,000 other migrants were trapped in Greece when E.U. leaders shut the land borders in an attempt to put a stop to the irregular flow of migrants northward.

The families were housed in Greek refugee camps, waiting to be sent to a secondary European country under the quota system introduced in September 2015. To alleviate the burden on Greece, a country already in dire economic straits, the E.U. planned to distribute the asylum seekers among member states, rather than enforce the historic rules that said migrants could apply for asylum only in the member state where they first set foot.

The "relocation program," as it was called, was a stopgap measure that proved hugely unpopular, among both the refugees and the countries tasked with taking them in. Asylum seekers had no say in where they might be sent, and the application process took up to two years. Meanwhile, the migrants were in a constant state of upheaval as the Greek government shuttled them through a series of camps and temporary shelters in search of adequate housing.

As well as being unpopular, the program has been ineffective. By the time it formally concluded in September, only 21,531 asylum seekers had been relocated, even though 63,000 spaces had been promised by member states through the quota system. (A similar program for arrivals in Italy saw only 10,844 placements out of 35,000 spots.) "It would be a struggle to find anyone who would claim the E.U. relocation program is working on any level," says Katy Long, a writer and researcher on migration issues and an honorary fellow at the University of Edinburgh. The E.U. blames issues of eligibility for the shortfall.

All three of the Finding Home families were eventually relocated, but the results differed wildly from the intended outcomes. Throughout the year, TIME has reported on their struggles to navigate Europe's shambolic decisionmaking on refugee affairs.

The first of the three families, Nourelhuda Altallaa, 25, Yousef Alarsan, 27, and their infant daughter Rahaf, were relocated to Germany in July, but even after spending six months in temporary housing, they are still awaiting a final decision on whether they will be allowed to stay, and if so, for how long. After throwing open its doors to refugees in 2015, Germany is now seeing a political backlash. Merkel is struggling to form a coalition in the wake of elections that brought a populist far-right party–Alternative for Germany (AfD)–to Parliament for the first time in Germany's postwar history, largely on the back of an anti-immigrant campaign. Talks have broken down over whether to put a cap on the number of refugees Germany will take in, and how long they will be able to stay. Even members of Merkel's party, the Christian Democratic Union, are considering parts of the AfD's call to repatriate Syrian refugees, saying the war in Syria is nearly over.

Wael's family was at first assigned to Lithuania but ultimately rejected on unspecified security grounds–the only justification a reluctant E.U. member state has for refusing to take refugees it never wanted in the first place. Once rejected, Wael's family had no choice but to apply for asylum in Greece, even though they knew they were unlikely to stay there.

A third family was granted asylum in Estonia, but it too fled for Germany in the hopes of finding a bigger community of Syrians, better opportunities and a more welcoming environment. There is no Europe-wide accounting of what is called secondary movement for relocated refugees, but in Estonia more than half of arrivals from Greece eventually left for elsewhere in the E.U. In Lithuania, it was two-thirds. In neighboring Latvia, all of them left.

The reasons are varied: refugees in remote areas or countries feel isolated; others want to join family elsewhere. The benefits on offer vary wildly, reflecting the local economy and attitudes toward integration. Secondary movement puts an unfair burden on popular destinations, like Germany and Sweden, while countries that resent the E.U. quota system do little to integrate their refugees and happily look the other way when they leave.

The problem lies in one of the foundational tenets of the E.U.: open borders. The Schengen Agreement, in place since 1995, allows for passport-free travel across 26 countries. As the E.U. expanded, so did the Schengen area, but many of the newer member states are suspicious of the bloc's values, says Elizabeth Collett, founding director of Migration Policy Institute Europe, a Brussels-based research institute. These mainly Eastern European states have less capacity in their asylum systems and negative attitudes about immigration, and offer less help with integration.

The refugee crisis has driven a wedge between these smaller, newer states and the larger, mainly Western ones. Many of the former have only grudgingly accepted the quotas set by the E.U.; Hungary, Poland and Slovakia have refused to take in any refugees at all. Hungary's Prime Minister Viktor Orban has become one of the most outspoken critics of the E.U.-wide migrant policy, building a border fence and demanding that would-be migrants be processed in Africa or Turkey, rather than in Europe. In September, the E.U. Court of Justice ruled that the three countries would have to abide by the quota. Only Slovakia has acquiesced.

E.U. member states are now in the process of negotiating a more workable system. A new law, proposed by the body's executive in May, aims to make it easier for migrants to enter legally, in order to discourage the use of smuggling routes. Meanwhile, it wants to strike deals with countries in the Middle East and Africa to take back failed asylum seekers and forge a more permanent quota system. Germany is a strong supporter of the proposal, largely because Merkel needs to demonstrate to her people that the country is not being unfairly burdened. French President Emmanuel Macron is also onboard. But the split between large and small still exists; countries like Hungary and Poland do not want their migration policies to be imposed from Brussels or Berlin, and instead want to toughen border controls.

Refugee advocates call for a more liberalized approach–a human response to what has been treated as a logistical challenge. To start with, says Collett, the application process should take into account the desires of the refugees themselves. But that will have to be accompanied by a much stronger education effort, so that applicants are better informed about the destination countries. At the same time, says Knaus, relocated refugees must be guaranteed roughly comparable living conditions wherever they go, including access to education, health care and a path to citizenship, which is not currently the case. "If I could keep my apartment and my benefits, I wouldn't need to go to Germany," says Alsaleh. "Greece has been very good to us, but without the benefits, it's impossible to stay."

That may sound costly, but the E.U., through its partners in Greece, Germany and Estonia, spent an average of €800 ($938) per month for each of the Finding Home families to cover shelter, relocation travel, health care, meals and living stipends as their asylum claims were processed. A more streamlined system could free up funds to support successful applicants like Alsaleh long enough for him to stand on his own feet in Greece.

If the E.U. is to build an asylum system that works, it will need to be built to last. The surge in migrants over the past three years is not a trend, analysts say, but a preview of what is to come as regional conflicts evolve and climate change starts driving people from the Middle East and northern Africa. The International Organization for Migration warns that climate change will cause a "substantial rise in the scale of migration and displacement."

First, Europe must examine its standards for what constitutes a refugee. Right now, Syrians are widely considered to be refugees and are accorded some degree of protection. But those fleeing Afghanistan, a country that has been at war for most of the past 37 years, are increasingly considered to be economic migrants, and Germany is already sending some back. The urgency of the 2015 crisis has blurred the lines between migrant and refugee, says Krastev, the political scientist. As the nature of conflict changes, Europe may have to rethink its definitions, and response. "We are living in a world in which potentially there are hundreds of millions of people who could defend the fact that they are refugees–from war, yes, but also from sexual violence, from climate change, from anti-homosexual persecution, from religious crackdowns," he says. "How are we going to treat the first climate-change refugees that show up in Europe? As refugees? As labor migrants?"

It must also think long-term. Asylum is considered a temporary refuge from danger, even though instability in many regions of the world can last for decades. Yet many countries are moving in the opposite direction. When refugees from Syria first started arriving in Sweden and Germany, both countries offered full refugee status, which includes the right to permanent residency and a path to citizenship. Now, because of political pressures, Germany offers only so-called subsidiary protection to Syrian refugees–which lasts up to three years and denies many the right to bring over close family members. This may become even less liberal as Merkel seeks to build a coalition between political parties that differ on refugee integration. Even members of her own party have suggested that some Syrian refugees might be able to return home in 2018, citing a pending peace deal negotiated by Russia and Iran.

Altallaa and Alarsan, who were relocated to Germany, say they intend to return home as soon as the war ends. But that statement belies the realities of a shattered country that will take years to rebuild, even under the best circumstances. If European governments want to reverse the flow of refugees, they will have to make it easier for them to go home. And one of the best ways to do that is to offer them long-term residency in the country of asylum, says migration expert Long. It may seem paradoxical, but her research shows that refugees are much more willing to risk returning home to rebuild when they know they have a fallback if war breaks out again. "Giving a refugee permanent status somewhere else actually makes them far more likely to return home in the first months and years of a peace process, because they know they have an exit route," she says. "They won't have to get back on a smuggler's boat if things go wrong."

Even as E.U. leaders struggle to define a comprehensive policy, the crisis continues to cast a shadow on the continent. Populist politicians across the board are calling for a fresh crackdown on migration. Hungary's Orban, inspired by Australia's draconian policy, wants to withhold asylum from any migrant caught illegally entering Europe. This vision of Fortress Europe is gaining currency, and if far-right parties perform well in Italy's elections next year, it could spread there too. This can be effective, to judge by the declining numbers of arrivals. But at what cost? At least some of the reduction is attributable to a dubious E.U. deal with Libyan mercenaries to prevent would-be migrants from departing the North African coast on smugglers' boats. Instead, they end up in detention centers where they are abused, tortured, held for ransom and even sold as slaves.

The debate over how to handle migration isn't going to end Europe, but it will define it. Stricter policies could mean more dead bodies washing up on Europe's beaches. More liberal ones, if managed badly, could further embolden far-right agendas. "This really is a battle over the soul of Europe," says Knaus. "If we can show that it is possible to not only reduce arrivals but to reduce the number of deaths in the Mediterranean, while also treating those who arrive decently and allowing them to successfully integrate into society, we can achieve so much more for Europe as a whole."

Not just for Europe, but for the lives of those who come seeking refuge and a new life free from fear, from tyranny and from war. The refugee crisis may be a political challenge, but it is one that plays out on a human scale. Wael did not choose to leave his home in Syria, and his parents would not take him out of the only school he has ever known if they felt they had a choice. Like the other children TIME has been following over the past year and a half, Wael is a member of Europe's Generation Refugee. One that, by accident of history or confluence of world events, will only grow in the years and decades to come. What they experience now may, in the end, shape Europe's future.

Why Dubrovnik is one of most underrated European destinations ever

The stone steps were steep and uneven, the difficulty of the ascent exacerbated by the summer heat, but on reaching the top I knew instantly why the walled city of Dubrovnik earned its nickname, "the pearl of the Adriatic."

On one side of the path, akin to a narrow Great Wall of China, a white stone city steeped in the past bustled with 21st century citizens. On the opposite side, the calm, deep blue Adriatic Sea stretched for miles, uninterrupted except for one red-and-white sailboat.

The Croatian city has been the backdrop for films like the "Game of Thrones" and offers accordingly themed tours, but my friend and I decided to walk the walls at our pace on our own. It takes about an hour to make a full circle, but it took us longer because of the countless photo opportunities.

Every few steps, a new glimpse of the Old City revealed itself. It didn't take long to feel like we were in a different world. An ideal time to go is in the late afternoon – the path closes before sunset, but it's kind of fun to be among the last visitors to be escorted out by the guards.

After getting a view of the Old City from above, walk inside  it. The gates don't close, and the energy in the evening is infectious. In a narrow street we got ice cream cones – mine apple pie flavored – from the popular Dolce Vita shop to cool down. When we left, the UNESCO site was as lively as when we had arrived.

We took a bus north along Croatia's Dalmatian Coast to Split, a shore-side town known for a fortress-like complex at its center. First, we strolled the Riva boardwalk which was lined with restaurants and remarkably classy. We stopped at the highly recommended Buffet Fife, which serves traditional Dalmatian cuisine like pasticada with gnocchi, a stewed beef cooked in a special sauce poured over soft dough dumplings.

Then we made our way to the Marjan, a hill covered in Mediterranean pines. Steps extended as high up as we could see but even the first lookout point, which was as far as we made it, offered a sweeping view of the city by the sea.

More steps greeted us at Diocletian's Palace, the fortress-like structure erected by a Roman emperor in the 4th century. Climbing the 200-foot-tall cathedral bell tower was worth braving a slight fear of heights. Large, unobstructed openings offer a close-up view of Split's center. We spent the rest of the day wandering the vast network of streets and quaint shops.

In the morning, we boarded a ferry to the island of Hvar, a summer resort a short distance away. The port town had its own Riva boardwalk with restaurants and bars and another set of stairs to the Fortress Spanjola, from where we could see Hvar and the smaller Pakleni Islands off the southwest coast.

After walking the cobblestone streets across the hilly part of town, we chose a high-end restaurant on the Riva, Plava Alga, to end our trip in Croatia. We order a traditional fish stew with meat falling off the bones and hearty, flavor-soaked potatoes, and a squid ink black risotto.

The next morning, we boarded a high-speed catamaran back to Dubrovnik, where we would begin a long journey back home. I lost count of the steps, but the views will remain engraved in my memory as among the most picturesque and underrated I have ever seen in Europe.

The most overcrowded tourist destinations in the world – that you should probably avoid next year

2017 was the year that holiday destinations across Europe became really fed up with tourists.

There were protests in several cities across the continent by disgruntled locals who felt they were being pushed out of their homes.

Governments in places like the Balearics have already started to raise taxes, to discourage so many holidaymakers from returning next year.

A new report by the World Travel and Tourism Council, in partnership with McKinsey, has pinpointed some of the destinations struggling most with overcrowding.

The report, called Coping with Success: Managing Overcrowding in Tourist Destinations, looked at a number of factors to decide which locations were worst hit.

They included alienated local residents, degraded tourist experiences, overloaded infrastructure, damage to nature and threats to culture and heritage.

The seven cities that had the highest scores in a combination of these different factors spanned the globe.

They included Amsterdam, Dubrovnik, Kuala Lumpur, Macau, Rome, Venice and Warsaw.

The report has suggested that the different locations should spread visitors out across the entire year, instead of dealing with huge hordes at certain points like mid-summer.

It said: "While in some instances it makes sense simply to limit the number of visitors, for example, through a daily cap, we increasingly also see destinations establishing reservations and ticketing systems."

Tourists are being encouraged to visit lesser-known parts of popular holiday destinations in order to ease pressure on the busiest areas.

For instance, Iceland is promoting the town of Akureyri, which features waterfalls and hot springs, to ease the burden on other areas of the country.

Visit Britain has also been working to attract tourists out of London and into other parts of the country.Certain places have attempted to introduce bans to deter any more holidaymakers – like a recent ban on any new tourist shops in Amsterdam.

But the report has warned that this should only be treated as an extreme last resort.

They added: "Travel and tourism will only grow, creating new jobs, new opportunities, and new experiences, as well as being a force for peace in the world.

"But many destinations are struggling to strike the right balance of meeting the needs of businesses, local residents, and tourists."

These are the new destinations Three customers can now visit without roaming charges

Mobile network Three has announced that customers will be able to use their phones abroad at no extra cost in a further 11 destinations outside of the EU from today.

Countries including Chile, Colombia and Costa Rica, plus El Salvador, Guatemala, Nicaragua, Panama, Peru, Uruguay, Vietnam and Mayotte, are now exempt from Three roaming charges, according to the Mirror .

The news brings the total number of Go Roam destinations to 71.

Other long haul destinations where Three customers can roam at no extra include USA, Australia, New Zealand and Indonesia.

It comes after roaming charges were banned across the EU in June - with the law now stating that firms can no longer charge customers extra for using their data allowance in European Union countries.

The firm said the move was to tackle long haul destinations favoured by Brits.

Dave Dyson, chief executive at Three, said: "My ambition is to free our customers and offer 100% free roaming worldwide, and we will continue to abolish unfair roaming charges until we achieve this.

"We're passionate about improving our customers' experience when travelling abroad, so they can stay connected and use their phones just as they do at home. To reassure our customers, we have also committed to no changes to roaming on Three following Brexit."

All networks were forced to remove roaming charges in the EU in June 2017 following a parliamentary ruling over data usage.

This includes European Union countries – as well as the European Economic Area countries of Norway, Iceland and Liechtenstein - we've a full list of the destinations included through each network here .

However, the ban does not include calls abroad - so any calls made outside of the UK will incur international - or European - fees.

    A new report by the World Travel and Tourism Council, in partnership with McKinsey, has pinpointed some of the destinations struggling most with overcrowding.

    The report, called Coping with Success: Managing Overcrowding in Tourist Destinations, looked at a number of factors to decide which locations were worst hit.

    They included alienated local residents, degraded tourist experiences, overloaded infrastructure, damage to nature and threats to culture and heritage.

    The seven cities that had the highest scores in a combination of these different factors spanned the globe.

    They included Amsterdam, Dubrovnik, Kuala Lumpur, Macau, Rome, Venice and Warsaw.

    The report has suggested that the different locations should spread visitors out across the entire year, instead of dealing with huge hordes at certain points like mid-summer.

    It said: "While in some instances it makes sense simply to limit the number of visitors, for example, through a daily cap, we increasingly also see destinations establishing reservations and ticketing systems."

    Tourists are being encouraged to visit lesser-known parts of popular holiday destinations in order to ease pressure on the busiest areas.

    For instance, Iceland is promoting the town of Akureyri, which features waterfalls and hot springs, to ease the burden on other areas of the country.

    Visit Britain has also been working to attract tourists out of London and into other parts of the country.Certain places have attempted to introduce bans to deter any more holidaymakers – like a recent ban on any new tourist shops in Amsterdam.

    But the report has warned that this should only be treated as an extreme last resort.

    They added: "Travel and tourism will only grow, creating new jobs, new opportunities, and new experiences, as well as being a force for peace in the world.

    "But many destinations are struggling to strike the right balance of meeting the needs of businesses, local residents, and tourists."

    The Brexit-hit pound is forcing British holidaymakers to ditch long-haul holidays in favour of cheaper destinations closer to home, travel group Tui has warned, while reporting booming annual sales.

    In its annual results, the German-based travel group said it was concerned about whether or not its aircrafts would be able to continue using EU airspace freely after Brexit.

    The FTSE 100 group revealed it is continuing to lobby key UK and EU officials and regulators on the need for a 'liberalised and deregulated' aviation market after Brexit.

    Fritz Joussen, Tui's chief executive, said that while British households continue to spend around £1,000 on their overseas jaunts, poor exchange rates are forcing many to seek out cheaper destinations.

    He said: 'In reality, if the vacation to some of the destinations for £1,000 is not possible any more, then the destinations will change.'

    The group has set up a 'Brexit Steering Committee' and said it was putting in place 'contingency' plans depending on how the situation develops.

    In currency markets, sterling is currently up 0.29 per cent to $1.3354 against the US dollar and up 0.17 per cent to €1.1367 against the euro.

    In the last year, Tui's annual pre-tax earnings increase by 12 per cent to €1.1billion, while turnover rose 11.7 per cent to €18.5billion on a constant currency basis.

    Over the next year, the company expects to see its earnings rise a further 10 per cent. 

    The company, which is the world's biggest holiday group, saw strong sales across Europe and further afield in countries like Thailand, with bookings to Turkey and North Africa also on the up.

    Demand for cruises in the Caribbean remained 'subdued' fo llowing a string of hurricanes in the area.  

    The group's airlines have faced a number of difficulties this year. Multiple flight crews at its Tuifly airline called in sick during an industrial dispute leading to flight cancellations, while the collapse of Air Berlin required the group to renegotiate crucial flight agreements. 

    But, the group has not seen any drop off in UK demand and is forecasting another strong year ahead for bookings, thanks in part to the collapse of Monarch airline earlier this year.

    Tui's share price is at a record high and currently up 0.43 per cent or 6p to 1,415p. 

    Helal Miah, an investment research analyst at The Share Centre, said: 'The group have overcome some major obstacles such as terrorism, political uncertainty and pressures on consumer's pockets. 

    'But their geographical diversity, an improving Eurozone economy, expanded capacity and group rationalisation programmes continue to lead us to believe in the management. 

    'We continue with our Buy recommendation for investors seeking a balanced return and willing to accept a medium level of risk.'  

    David Madden, an analyst at CMC Markets, said: 'The share price of the company has been in a strong upward trend since June 2016, and today it hit an all-time high, and it is likely the bullish sentiment will continue.'

    Three scraps roaming charges in 11 more destinations outside Europe

    Three has today (Dec 12) abolished roaming charges in 11 more destinations taking the total to 71.

    The 11 new countries are mostly South American: Chile, Colombia, Costa Rica, El Salvador, Guatemala, Nicaragua, Panama, Peru, Uruguay, Vietnam and Mayotte.

    According to Three 4.6 million Brits have used Three's Go Roam service on average using 750MB per trip. Top apps used while abroad are Facebook WhatsApp and Instagram.

    The operator was the first to introduce a roaming service in 2013 in Europe, the European Commission banned roaming charges in June this year.

    Three CEO Dave Dyson said: "My ambition is to free our customers and offer 100 per cent free roaming worldwide, and we will continue to abolish unfair roaming charges until we achieve this.

    "We're passionate about improving our customers' experience when travelling abroad, so they can stay connected and use their phones just as they do at home. To reassure our customers, we have also committed to no changes to roaming on Three following Brexit."

    UK is the top destination for European jobseekers despite Brexit, study suggests

    Britain remains the most popular country to work in among European jobseekers who are looking for a job abroad despite the uncertainty surrounding Brexit, a fresh study has suggested.

    Job site Indeed analysed the online search patterns of millions of jobseekers across 15 EU countries and found that nearly a third of those looking for work in another country preferred Britain.

    However, the study also found that the UK's popularity as a work destination had "substantially" declined since last year's EU referendum vote, with the likes of Germany, Luxembourg and the Republic of Ireland rapidly gaining ground.

    "For much of the past decade, Britain's dynamic labour market has made it a poster boy for ambitious Europeans keen to progress their careers," Mariano Mamertino, an economist at Indeed, said.

    "Last year's Brexit vote hasn't stopped that attractiveness in its tracks, but it is clearly giving many European jobseekers pause for thought."

    Indeed also said that many British job seekers were making plans to work in Europe, with the job site tracking a 15% increase in the proportion looking for work in the EU between 2015 and 2017.

    "Britain remains a net importer of talent from the EU, but the surge of interest in European roles among UK-based job seekers suggests the cross-Channel traffic is no longer just a one-way street," Mamertino added.

    flydubai announces two new destinations in Europe

    Dubai-based carrier flydubai said it will operate its new Boeing 737 MAX 8 on new European destinations announced this week.

    The low-cost carrier announced the launch of two new European routes for next year - flights to Krakow in Poland starting April 8, 2018, and flights to Catania on the Italian island of Sicily beginning June 13, 2018.

    The Boeing 737 MAX 8, which gives flydubai greater operational efficiency and overall fleet performance, was unveiled at the Dubai Airshow last month and will be rolled out across the carrier's network in the coming years.

    flydubai is the first UAE carrier to operate direct flights to both Krakow and Catania, bringing its total number of destinations to 100 in 47 countries.

    "With the launch of flights to Krakow and Catania, flydubai is committed to opening up new direct air links to Dubai and we strive to expand our network to offer our passengers more choice," said Ghaith Al Ghaith, CEO of flydubai.

    "Our latest route launches are a testament to that commitment and demonstrate our efforts in offering our passengers more options to explore our network especially as we see more connecting traffic onto our network as a result of our interline and codeshare agreements."

    Emirates will codeshare on both routes and as part of the Emirates-flydubai partnership, which means each airlines' passengers will have the opportunity to connect in Dubai to hundreds of destinations across the world.

    London was the top holiday destination for European tourists in 2017 – despite several recent terror attacks

    LONDON is still the number one destination for European tourists despite a spate of terror attacks on the capital.

    Travellers are flocking to the capital for a holiday because of the cheaper pound, a new study has shown.

    London saw a 24 per cent increase in bookings from Europe in 2017 and retained its position as the top visitor destination for the second year running.

    The European Traveller Insights 2017 Report was carried out by online travel agency, eDreams ODIGEO.

    They said: "The fall in the value of the pound since the Brexit referendum in 2016 appears to have been a key driver of growth, as visitors to the UK can now get more for their money."

    Sterling is down around 10 per cent since Britain voted to leave the European Union in June 2016, due to uncertainty over how the split could affect growth prospects.

    British tourists are also happy to remain in the country, with more and more holidaymakers choosing staycations over foreign trips.

    Last year Britain ranked fourth in the top destinations for British tourists, but this year it rose to number one.

    The news may come as a surprise following the series of shocking attacks that rocked the country in 2017.

    Militant attacks targeted landmarks such as the parliament at Westminster as well as revellers in the London Bridge area.

    Tourists were caught up in both attacks and the majority of the victims were foreign.

    But other large cities that have suffered terror-related incidents in recent years, including Paris and Berlin, also welcomed a greater number of bookings from Europe in 2017 so far.

    Berlin by rose by ten per cent and Paris by four per cent compared to 2016.

    The report's authors said: "This data suggests that traveller numbers have remained resilient, with no signs of a significant long-term impact to the numbers visiting these major European cities for 2017."

    Finnair adds flights to top European destinations for summer 2018 and to Lapland for winter 2018/2019

    Finnair has made this announcement:

    In line with its growth strategy, Finnair continues to grow its traffic and will add frequencies to popular destinations in Europe for summer 2018 and winter 2018, as well as increase flights to the popular winter destinations in Finnish Lapland for the peak season in winter 2018/2019. The additions are fueled by the increasing number of Asians traveling to Finnair's European destinations.

    Starting in June 2018, Finnair adds frequencies to its new year-round destination, Lisbon, where Finnair will operate daily flights during the summer season. Finnair also adds frequencies to Barcelona, operating up to 18 weekly frequencies during the high season in summer 2018. Budapest will get a third daily flight for the summer season, with improved connections to Finnair's US network. In addition, Krakow will get two new weekly frequencies, with improved connections from Krakow to Asia and America, and Geneva will get one additional weekly frequency in summer and winter 2018. Finnair will also fly again to Astana, with two weekly frequencies in July-August.

    Driven by demand from Asia, Finnair is also adding frequencies to its winter 2018/2019 schedules. Finnair will fly to Madrid with a total of 10 weekly connections in winter 2018, and Keflavik (Reykjavik) will also get two additional weekly frequencies for winter 2018/2019.

    Asian demand is also fueling Finnair's growing traffic to Finnish Lapland, known for its untouched nature, northern lights and possibilities for snow activities. Finnair is adding over 230 flights to Finnish Lapland for the winter season 2018/2019, offering more connections to the popular winter destinations of Ivalo, Rovaniemi, Kittilä and Kuusamo during the peak travel season. Altogether, Finnair will offer 482,000 seats to Lapland during the 2018/2019 winter season, an increase of 15% compared to the current winter.  Finnair will also continue the non-stop flights from London Gatwick, Paris and Zürich to Lapland during the 2018/2019 winter season.

    Finnair is also launching a new Rail & Fly cooperation with Deutsche Bahn, combining air and rail travel. The new cooperation means that customers buying a Finnair ticket to or from Germany can also include a rail trip to their booking. The cooperation covers more than 5,600 railway stations in Germany.

    Situated in the southwest corner of France along the Basque coast, Biarritz has been a popular holiday destination since Napoleon III and his wife Eugénie first visited in 1854. The emperor was responsible for the construction of the Hôtel du Palais, the town's most famous landmark. Located across the street from the hotel is the Eglise Orthodoxe Russe. Built in 1892, the Russian church is notable for its gilded dome. Down the road is the Place Sainte-Eugénie, an elegant old plaza that overlooks the Port des Pêcheurs, or fishermen's port. Today, Biarritz is also known as the surfing capital of France. La Côte des Basques is considered the optimal beach for riding the waves.

    Sprawled along the banks of the Rhône River in the south of France, Arles has been an important cultural center and trading port since Julius Caesar founded it as a Roman colony in 46 B.C. The city's most striking example of those early days is the Roman Théâtre Antique, where plays, concerts and mock gladiator fights are performed during the summer. Provençal-style bullfights, in which the bull is not killed, are held in the amphitheater too. Vincent Van Gogh created 300 works of art while living in Arles, and his Yellow House is a popular attraction. A walking map guides you to the places and scenery depicted in his famous paintings, including "Starry Nights Over the Rhône."

    The scenic beauty of Saint-Paul-de-Vence is reason enough to visit this hilltop village in southeastern France. With its thick ramparts, centuries-old structures and cobbled streets, it's a poster child for a well-preserved medieval town. Artists from Modigliani and Chagall to Picasso plied their craft in Saint-Paul-de-Vence, trading paintings for food, drink and board at the Auberge de la Colombe d'Or. Their creations still adorn the walls of the inn today. Art is the main attraction outside the inn too. The town's winding streets are lined with galleries and museums. All paths lead up to the fortress tower and Gothic church at the top of the hill.

    One of France's oldest fortified cities, Carcassonne is situated near the scenic Canal du Midi, with Montagne Noire rising up in the background. The storybook setting draws 4 million tourists each year, most of whom come to tour the Cité, the almost too-perfectly restored medieval citadel. Tours lead visitors past gargoyles, turrets and grassy lists to the inner rings of the fortress. With its quirky museums and one-of-a-kind shops, the ville basse on the lower ground near the River Aude is fun to explore too. Finish the day by dining at one of the tasty eateries located along the canal's towpath.

    Avignon is best known for the Palais des Papes, the largest Gothic palace in Europe. Built in the 14th century as an act of rebellion against the election of Pope Clement V, the fortified structure covers the top of a hill overlooking the Rhône River. Inside the temporary seat of the Papacy are treasures like a series of frescoes painted by Matteo Giovanetti in the 1300s. The palace plays host to art exhibitions, conventions and festivals as well. Outside, hilltop gardens, ponds and landscaped terraces invite exploration. Housing the only Van Gogh painting in Provence, the Musée Angladon is well worth a visit too.

    From world-class art and medieval architecture to stunning beaches, Nice offers everything travelers want from a holiday on the French Riviera. This vibrant city in southeast France offers an array of pedestrian-friendly attractions too, including waterfront promenades, grand plazas and open-air markets. Vieux Nice, the Italianate-style old town district, lets you explore the city's past while sampling delicacies from pastries to pizzas at the neighborhood's eateries. When it comes to culture, no holiday in Nice is complete without a visit to the Musée Marc Chagall and Musée Matisse where hundreds of works by the two French artists are on display.

    Although Monaco is an independent city-state, its prime location on the French Riviera makes it an appealing destination for visitors to the south of France.     How Georgia, the Country, Became the World's Most Exciting Fashion Destination

    Thanks to its hottest export Demna Gvasalia, the Eastern European nation has never been more popular.

    It's been turbulent year for tourism in America. Back in September, the U.S Department of Commerce announced a sizable drop in international visitors to the country; around 700,000 fewer people traveled to the States in the first quarter of this year in comparison to 2016. The cause behind the dip (which represents a loss of close to $2.7 billion in spending) is unclear, but reasonable thinking suggests the results could be an effect of President Trump's ban on travelers from six Muslim-majority countries.

    Tourism was also down more than 10 percent in Europe, but in Georgia — the former Soviet Republic located in the Caucasus region of Eurasia — the statistics were dramatically different. According to data from its National Tourism board, between January and June of this year, international arrivals increased by 13.4 percent. In more human terms, that equates to nearly three million visitors — a figure just under the country's own native population which currently stands at approximately 3.7 million.

    Newly introduced flight routes from various cities around Europe to the capital Tbilisi have made the business of traveling to Georgia significantly smoother, but high-value tourists from the States have also been making the trip via lengt hy connecting flights in Kiev, Istanbul and Munich. A favorable exchange rate and a celebrated wine region are two major draws, but it's Tbilisi's fast-emerging fashion industry that has travelers from all over the world flocking in droves.

    Interest in the country's upcoming creatives was jumpstarted when Georgian wunderkind Demna Gvasalia rose to fame. The fashion designer's free-thinking label Vetements exploded onto the international scene in 2014, sparking an industry-wide craze for all things post-Soviet that shows no sign of abating today, nearly four years later. Gvasalia's ascension in fashion allowed Tbilisi to be viewed as a legitimate travel destination, a place of exciting ones-to-watch for the first time in Georgia's relatively recent war-torn history.

    Former fashion journalist and current film director Sofia Tchkonia was among the first to officially concentrate on expanding the capital's developing industry. Seeing the tremendous potential for growth, she paired up with Mercedes-Benz to launch Tbilisi Fashion Week in 2015. "I understood that, at some point, we needed a platform for all of the talented designers in our country," she reflects. "During the first season, it was almost unbelievable that people would be interested in the Georgian fashion scene, but year after year, it's been growing exponentially."

    Using her personal contacts, Tchkonia invites an increasing number of international journalists, editors, buyers and street style photographers in search of the next big thing each season, including representatives from Vogue, W, CR Fashion Book and Lane Crawford. The boost in media coverage from such guests abroad has helped her secure the additional backing and support of Georgia's government for the event. Together with the National Tourism Administration and Ministry of Economics, she organizes workshops and business masterclasses for the participating designers, and has broadened the official show schedule to include special events for the press at Tbilisi's top cultural and fine-dining establishments.

    The head of Georgia's International Tourism Promotion department Masho Bojgua pinpoints savvy shoppers from neighboring countries as another significant component in the rise of fashion tourism. The highest growth in the number of Azerbaijan visitors (around 1.5 million total) was registered in 2016, and travelers from Armenia, Turkey, Russia, Iran and Ukraine are among the other top visiting nationalities. As of June 2017, arrivals from the United Arab Emirates, India and the United States were up 247 percent, 172 percent and 33 percent, respectively.

    Bojgua says that total expenditure by international visitors comes in at around $550 per trip; on average, individuals spend 29 percent of that figure on food and drinks, 19 percent on accommodations and 19 percent on shopping over 6.5 days. The remaining 14 percent is attributed to museums and other local attractions. In addition, she notes that 46 percent of all visitors spend the duration of their stay in Tbilisi.

    Georgia's hospitality sector has been quick to respond to the demand for better, higher-quality accommodations as tourism continues to grow. During Tbilisi Fashion Week, for instance, you'll find guests holed up at the city's leading lifestyle destination, Rooms Hotel Tbilisi. Operating under the Adjara Group Hospitality, Rooms is an accredited member of Design Hotels and of fers 125 rooms and suites over eight floors in a restored publishing house. Its luxury decor, amenities and multiple dining options are comparable with those found in any major global destination — including fashion capitals like London and Milan.

    Tbilisi's most famous retail outlet is also attached to Rooms Hotel. Started by four local 20-somethings in 2016, Chaos Concept Store mixes Georgia's most exciting young designers with bigger name brands like J.W. Anderson. More than a shop, Chaos contains a skate ramp and a ping-pong table, and also hosts one-off events during Tbilisi Fashion Week; plus, its founders and buyers are well-known influencers in the area. On the other end of the spectrum, underground mass marketplaces like Lilo Plaza attract cash-buyers looking to score imitation Vetements, designer knockoffs and bootleg Yeezys. 

    "Over the past six years, there has been a drastic change in the nation's perception towards this new wave of tourism," explains Adj ara Group Hospitality's Managing Director Levan Berulava, who counts professionals with backgrounds in art, music and fashion among his most high-profile guests. "Tbilisi is in a rapid stage of development; there have been vast investments and improvements in numerous fields in the tourism industry due to the interest of more sophisticated, Western travelers."

    So, what's next? As with most developing nations, the biggest obstacle facing Georgia's fashion and tourism industries is money. One sector with an apparent surplus of cash to spend, however, is Adjara Group Hospitality. Based on recent news reports, the company has invested more than $15 million in a second location in Tbilisi that's slated to open next year. Called Stamba Hotel, the new outpost will serve as a sister to Rooms Hotel, offering upscale guests with a wad of notes to blow a backup option if either luxury locale is fully booked.

    "We are not spoiled yet," says Tchkonia. "Everything we're building is ne w for our country and designers must work hard and fight for their own place on the fashion map so that we can be interesting for the rest of the world to come and see. In the near future, I hope we will look back and see the success of what we're pioneering."
